-June 30/99 Grizzlies draft Maryland sensation Steve Francis with the 2nd pick of the NBA draft. Averaged 17 ppg for the Terrapins but instantly made it clear he was very disappointed about being drafted by a team from north of the 49th parallel. Expresses concerns about Canadian taxes and ability to get endorsement deals if toiling for Vancouver. In the second round (37th overall pick), the Grizzlies select Maryland forward Obinna Ekezie. In the second round (51st overall pick), the Grizzlies select St. Paul College forward Antwain Smith. Extend a qualifying offer to make J.R. Henderson a restricted free agent.

The Rockets get the rights to disgruntled draft choice Steve Francis and forward Tony Massenburg from Vancouver as well as forward Don McLean from Orlando. Orlando gets guards Lee Mayberry and Rodrick Rhodes and forwards Michael Smith and Makhtar Ndiaye from the Grizzlies. Dickerson will be paid $997,100 (U.S.). Harrington is in second year of $18-million/7yr deal. Carr rarely played last season in backup role to Hakeem Olajuwon. Carr is in final year of $1.5-million/yr contract. Price entering 7th NBA season, averaged 7.3 ppg, 2.8 ppg and 2 rpg in 40 games with Houston. Sign Dennis Scott to a multi-year contract.
