Transactions:
-June 23/16: Draft Jakob Poeltl from the University of Utah with the 9th pick in the first round of the NBA draft, making him the first Austrian to ever be drafted by the league. Poeltl was named to the First Team All-Pac 12 and Second Team All-American by the AP, NABC and USABWA. He also won the Kareem Abdul-Jabbar Award, given to the nation’s top centre. He ranked first in the Pac-12 and seventh in the nation in field goal percentage (64.6 percent), and was one of 11 finalists for the USBWA Oscar Robertson Trophy for National Player of the Year. He was also a finalist for the Naismith and Wooden player of the year awards. Poeltl averaged 17.2 points, 9.1 rebounds, 1.9 assists, and 1.6 blocks per game in 2015-2016. The Raptors called him “an insurance policy at the centre and forward positions.” Coach Dwayne Casey said “luckily, the guy we wanted was there. I know Jeff [Weltman] and all the guys did a lot of work scouting this young man. They know a lot more about him than I do. I saw him work out in Buffalo and he had an excellent workout down there. His speed and agility around the cones was really impressive.” Poeltl told the Globe & Mail that “for me as a kid, it was pretty obvious that I would play a sport and it was basketball. It was pretty random but I loved it and I never looked back. I hope that with me playing in the NBA and with a few other Austrians playing pro in Europe, it will push the level in Austria.” He played as a teen for the Arkadia Traiskirchen Lions in the Austrian Bundesliga and was spotted by Utah at the 2013 FIBA Europe Under-18 championships.
With the 27th pick in the first round of the draft, the Raptors chose 6-9 post Pascal Siakam from New Mexico State. The pick stunned pundits, who didn’t expect the Cameroon native to go in the first round. In his sophomore season, Siakam was the unanimous choice for the 2016 Western Athletic Conference Player of the Year, averaging 20.3 points, 11.6 rebounds and 2.2 blocks per game. He led the nation in double-doubles as a sophomore and was a finalist for both the Lou Henson and Karl Malone Power Forward of the Year awards.

-July 9/16: Sign Jakob Poeltl and Pascal Siakam to rookie-scale contracts. They are contracted through 2017-18, with two team option years to follow.
-July 14/16: Sign free agent forward Jared Sullinger. The 6-9, 26—pound Sullinger averaged 10.3 points, a career-high 8.3 rebounds and 23.6 minutes in a career-best 81 games with Boston in 2015-16. He holds career averages of 11.1 points, 7.7 rebounds and 24.9 minutes in 258 games, all with the Celtics. The Ohiot State product was drafted 21st overall by Boston in the 2012 NBA draft. Sullinger played two seasons at Ohio State and helped the Buckeyes reach the 2012 Final Four. The Columbus, Ohio native averaged 17.2 points and 10.2 rebounds during his first season at Ohio State and was named the 2011 Big Ten Freshman of the Year. Two days before the season starts, Sullinger requires surgery to insert a screw into the fifth metatarsal of his left foot as a preventative measure to alleviate symptomatic stress reactions. He ultimately sees limited minutes with the Raptors.
-July 14/16: Sign free-agent forward DeMar Derozan to a multi-year contract. “Our top priority in the offseason was to make sure DeMar remained a Raptor,” said Raptors President and General Manager Masai Ujiri. “He has been a foundation for our franchise, a leader who exemplifies the culture we are developing and a key contributor in our success. We are delighted that after seven seasons DeMar wanted to remain in Toronto to help us continue to build a championship program.” DeRozan, 6-foot-7, 220 pounds, averaged a career and team-best 23.5 points (tied for eighth in the NBA) with 4.5 rebounds and 4.0 assists in 35.9 minutes (eighth in the NBA) in 78 contests in 2015-16. He shot career bests of .338 (47-139) from three-point range and .850 (555-653) at the foul line, a sixth consecutive season above 80 per cent. His 555 free throws made and 653 free throw attempts were career highs and franchise records. He ranked second in the league in free throws made and third in attempts. “It’s just [about] how much I’ve grown here, how much I’ve seen the city grow, how much recognition I’ve seen the city gain,” DeRozan said. “The whole nines. It’s amazing for me to be a part of that and I feel like I had something to do with it and feel like I’m a staple in the country now.”
-July 18/16: Sign guard Fred VanVleet to a multi-year contract. The 6-0 guard participated with the Raptors’ entry in NBA Summer League 2016 in Las Vegas, averaging 6.2 points, 3.0 rebounds, 1.6 assists and 16.0 minutes in five games. He played four seasons at Wichita State (2012-16), averaging 10.2 points, 4.5 assists, 1.6 steals and 26.8 minutes in 141 career games (102 starts). He helped the Shockers to three Missouri Valley Conference (MVC) titles, three MVC regular season titles and nine NCAA Tournament victories in four trips. VanVleet’s conference honours include MVC Player of the Year twice (2014, 2016), First Team All-MVC three times (2014, 2015, 2016) and MVC All-Defensive Team three times (2014, 2015, 2016). He was also a two-time finalist for the Bob Cousy Award (2014, 2015), given to the nation’s top point guard.
-August 2/16: Sign Jarrod Uthoff to a contract. The 6-9 post participated with Sacramento’s entry in NBA Summer League 2016 in Las Vegas, averaging 4.5 points, 2.3 rebounds, 1.0 blocks and 17.3 minutes in four games. He played three seasons at Iowa (2013-16), averaging 13.0 points, 5.8 rebounds and 1.7 blocks in 100 career games.
-August 11/16: Sign free agent guard Drew Crawford and free agent centre Yanick Moreira to contracts. The 6-5 Crawford (son of NBA referee Danny Crawford) participated with Toronto’s entry in NBA Summer League 2016 in Las Vegas, averaging 8.0 points, 2.8 rebounds and 18.0 minutes in five games. He spent 2015-16 in Israel with Bnei Hertzeliyya, averaging 15.8 points, 5.3 rebounds, 2.2 assists and 31.7 minutes in 34 games. In 2014-15, he appeared in 50 games (all starts) with the D-League’s Erie BayHawks. He played four collegiate seasons at Northwestern. He averaged 15.6 points (ninth in the Big Ten), 6.4 rebounds, 2.2 assists and 36.5 minutes as a senior, and was chosen Big Ten Freshman of the year in 2009-10. The 6-11 Moreira played five games with Toronto’s entry in NBA Summer League 2016 in Las Vegas, averaging 2.4 points, 4.0 rebounds and 13.8 minutes. He spent 2015-16 playing for UCAM Murcia (Spain) and Rouen (France). He averaged 6.0 points, 3.7 rebounds and 12.2 minutes in nine games with UCAM Murcia and 11.0 points, 4.8 rebounds and 27.5 minutes in four games with Rouen. He played two seasons at SMU (2013-15), averaging 9.0 points, 5.4 rebounds and 0.9 blocks in 57 games. He spent his freshman and sophomore seasons at South Plains College. As a freshman, he helped South Plains College to a perfect 36-0 record and the 2012 NJCAA national title. He was named MVP of the NJCAA National Tournament. Moreira represented Angola at the 2014 FIBA World Cup in Spain, averaging 17.8 points and 8.2 rebounds in five games.
-September 8/16: Sign E.J. Singler. The 6-6 gruaduate of the University of Oregon aveage 10.9 ppg, 5.1 rpg and 29.3 mpg as a Duck. He participated with the Raptors’ entry in NBA Summer League 2016 in Las Vegas, averaging 6.4 points, 2.0 rebounds, 1.4 assists and 19.3 minutes in five games (four starts). He shot .480 (12-for-25) from the field and .412 (7-for-17) from three-point range. Singler split last season between Raptors 905 and the Idaho Stampede of the NBA D-League. He was acquired from the Stampede on March 4 and averaged 14.7 points, 7.5 rebounds and 30.9 minutes in 10 games with Raptors 905. Singler owns career D-league averages of 10.6 points, 4.3 rebounds, 1.6 assists and 25.4 minutes in 68 games (12 starts) with Idaho (2013-14, 2015-16) and Raptors 905. He won the 2014 Boost Mobile NBA D-League Three-Point Competition.
-September 20/16: Sign free agent Canadian guard Brady Heslip. The Burlington native and member of the Canadian Men’s Senior National Team, spent the 2015-16 season with Acqua Vitasnella Cantu (Serie-A) in Italy, averaging 12.7 ppg and shooting .455 from the arc in 29 games. He averaged 13.0 points and 1.2 rebounds for Canada at the 2015 Pan American Games in Toronto and 10.7 points, 1.3 rebounds and 1.4 assists at the 2015 FIBA Americas Championship in Mexico City. Heslip was selected 11th overall by Reno in the 2014 NBA D-League Draft and averaged 24.5 points in 20 games with the Bighorns. He set an NBA D-League record by making 13 three-point field goals November 29, 2014 at Idaho as part of a 45-point performance.
-October 22/16: Waive Drew Crawford, Brady Heslip, E.J. Singler, Jarrod Uthoff, Yanick Moreira. Heslip appeared in four preseason games, averaging 7.3 points, 2.0 assists and 11.2 minutes. He shot .625 (5-8) from three-point range. He scored 13 points October 5 at the Los Angeles Clippers. Toronto finished its 2016 preseason schedule with a 4-3 mark.

The Republic of Congo native was averagined 15.1 ppg, 6.8 rpg, 1.6 bpg and 30.5 mpg in 56 starts with the Magic. He owned career averages of 11.9 points, 7.3 rebounds, 2.4 blocks and 29.0 minutes in 580 career games (469 starts) with Oklahoma City and Orlando. He posted career highs of 15.1 points and 8.8 rebounds in 2013-14 with the Thunder. Ibaka has been named to the NBA All-Defensive First Team three times (2011-12, 2012-13, 2013-14) and led the League in blocks in four consecutive seasons (2010-14). Ibaka was selected 24th overall in the 2011 NBA Draft by the Seattle Supersonics. The Magic acquired him from Oklahoma City on June 23, 2016 in exchange for Ersan Ilyasova, Victor Oladipo and the draft rights to Domantas Sabonis. Season wrap
The Raptors finish 51-31 but flame out in the second round of the playoffs, swept again by the Cleveland Cavaliers. DeMar DeRozan has his best year as a pro, averaging 27.3 points, 5.2 rebounds, 3.9 assists and 1.1 steals in 35.4 minutes per game, and earning 3rd-team NBA all-star status. He also became the franchise’s all-time leading scorer. DeRozan and Kyle Lowry are selected to the 2017 NBA All-Star game. Lowry misses six weeks as a result of wrist surgery but Cory Joseph proves a more than adequate replacement. The Raptors went 15-7 without Lowry and managed to hold on for the third spot in the Eastern Conference heading into the postseason. The Raptors beat the Milwaukee Bucks in the opening round of the playoffs before flaming out against the Cavaliers as DeRozan and Lowry’s regular season performance again does not match their postseason performance. Under the tutelage of Jerry Stackhouse, the Raptors 905 win the D-League. The team defeats the Rio Grande Valley Vipers 122-96 to win a best-of-three Finals matchup. Pascal Siakam was named D-League Finals MVP and Bruno Caboclo scored 31 points to go with 11 rebounds and four blocked shots in the championship game. Raptors 905 finished with a 39-11 regular season record, the second-best record in D-League history.
